Horne did not make a recommendation during the board committee meeting Monday, and at that time, Vice-President Adam Kemp suggested that the advertisement on a popular education Web site should be extended, since it had only been posted for a couple of days instead of the two weeks time it appeared in area newspapers.
But by that time, a handful of applicants had already been interviewed, and Kemp said Thursday that his suggestion did not reflect on those candidates. He asked if, instead, the board wanted to call a special meeting to ask Horne for a recommendation.

Personnel director Gavin Vitter said a four-person panel had interviewed four people, their scores had been tallied, and a leading candidate had been determined. That information was forwarded to Horne, he said.
Kemp said he wanted to know why there was no recommendation, and he and other board members spoke highly of the applicants. He later said he did not know for sure who scored “number one.”
Board member Eleanor Duke said she heard that one candidate had withdrawn because there had been no recommendation. Kemp said he would encourage the candidates to stay in the running.
The board voted unanimously to not extend the advertisement, but to call the special meeting to ask Horne for a recommendation.
